WinDVD Creator is a program that enables users to create their own video DVDs. This program contains features that allow users to create movies from various data sources. Users may use photos, video clips, and audio tracks saved in their hard drive to create a multimedia slide show, or use a video file recorded using a video capture device such as a camcorder, digital camera, or webcam. Users may directly save and import captured video files using WinDVD Creator. WinDVD Creator also supports live stream capture for Internet TV, as well as cable HDTV. Aside from video capture features, WinDVD Creator can be used to edit video files. Users may perform video editing tasks such as splitting, cuts, scene detection, time stretching, adding audio tracks, adding transition effects, and filters. Users are provided with a storyboard and timeline mode to facilitate video editing tasks. In addition to these, users may configure the output DVD by creating an auto play menu, scene selector, subtitle menu, and audio track selector using pre-installed templates and designs. WinDVD Creator also supports optical disc writing, which allows users to copy their finished DVD project into a blank DVD.

WinDVD Creator features a stylized user interface, which allows users to select a particular task. The program’s main menu contains icons representing tasks such as Start New Project, Edit Existing DVD Disc, Open Existing Project, and Smart Movie; edit Existing Video File, Record to Video File, and Archive Video to DVD. The main editing screen contains parts that enable users to preview the video project, view, edit, save captures, and view the video per frame.
