Puzzle City is a puzzle construction game that allows players to build their own city using puzzle pieces in the form of blocks. At the start of the game, players are hired by Ms. Towers who is the CEO of Puzzle City, Inc. to be a construction manager for his company. The player’s main goal is to turn different types of land to thriving cities. There are deserts, greens, and other types of terrain. The plot of land is divided into different sections that must be built from the ground up.

At the start of each level, players are given a set of goals to complete. These include building certain types of structures based on the blocks that come out from the conveyor belt at the bottom of the screen. The game features an overhead view of the city and the blocks can be built just by using the mouse button. Players may choose the blocks to use on the conveyor belt, but they must be careful not to have the belt filled with blocks, as this will result in system failure. When this happens, the player must replay the level. The game features a unique gameplay that is ideal for the entire family.
