Imperium Romanum is a city building video game set in the Roman Empire where the players take on the role of governors of a province. The main objective of the game is to make the province more prosperous by building, leading, and defending it. This is a follow-up to the game called Glory of the Roman Empire, but has included improvements on major aspects of the game. Aside from chaos, which can happen to the citizens if they are exposed to extreme poverty, the player also needs to defend the province from destructive forces of nature such as volcanic eruptions and floods.

Imperium Romanum allows the players to strategize and decide on the future of Rome, and other historic cities such as Pompei and Antioch. There is no definite campaign within the game which are found in other city building games. Instead, the player activates each task when he wants to. To be able to build towers, gates, and bridges, the players utilize a comprehensive economy and currency system, which they need to manage, in order to explore production and trade opportunities. The game uses an intuitive and easy-to-use interface with an epic soundtrack and full English speech. 3D images of buildings like Circus Maximus and the Colosseum are found in the game.
